BOARD OF DIRECTORS MEETING

Minutes of Feb. 27, 2008

 

The meeting was called to order at 7:30 pm at the Severna Park Library by President Maureen Carr-York.  Also attending were Steve Poland, Al Johnston, Jerry Pesterfield, and John Norville.

 

Secretary’s Report:  Jerry Pesterfield presented the January Board meeting minutes for approval.  “Without objection, the minutes stand approved as submitted” unanimously.

 

Treasurer’s Report: Steve gave the Treasurers report for Feb. (mtd) which was approved for records and audit. As of this date 26 HOA’s have paid  2008 dues. Steve is looking into the potential need for an additional Fed Tax Form to be filed for our Non-Profit Organization. Steve also discussed the 2007 Audit report along with John Norville, Chairman of the Audit Committee.

 

Audit Committee: John Norville reviewed the status of Audit Committee. John thanked John Lipman and Anne DeMajistre for their assistance and contribution to the Audit. The draft Audit report was approved by the Board and will be presented to the membership at the March 11th meeting. The Board  thanks John Norville for his efforts and continued contribution to this and other committees for GSPC.

 

Education: No report

 

Police Relations:  No Report

 

Public Works:  No Report- It was agreed the we should put forward a document from GSPC to the County Public Works Dept. stating the need to improve the surface of Benfield Blvd. and West Benfield Blvd. where the sewer line repair took place with the membership’s approval. Jerry will talk to Dan Nattif first since he was absent at the meeting. There are also signs and posts on W. Benfield and Veterans Hwy. that need removing and a sink hole needing repair at W. Benfield and Severndale Rd.

 

Zoning/Legislative Matters: Al Johnston discussed various P/Z items.

The Board discussed the various options for the Jumpers Hole Rd modifications. The Board adopted to support the option 4-B-option 3 and present that resolution to the membership and if approved will present to the County.

Severn River Commission meeting 1-3-08.   Member Rubino reported that the County had submitted proposed changes to the County Critical Area Legislation to the Critical Area Commission for review.   Members Schomig and Rubino have been invited to meet with the Cheasapeake Bay Foundation's attorneys on revisions of the State Critical Area Code. 2-7-08 Water management tool to be used in GDP. Member (Atty) J. Schomig to review HB 1253 Critical Area Legislation.  Navy Dairy Farm Lease signed.  Vice Chair Sally Hornor appointed to SAC.

Magothy River Association announced that Maryland Public TV will air a one hour Critical Area special program called "Death by 1,000 cuts" on February 27 at 9 PM. MPT filmed allot of MRA activities last summer. Film crews made numerous trips onto the Magothy River and shot extended video of both Dobbins islands as well as interviews with boaters at the Dobbins island anchorage, beach and sand bar. Concept of Magothy River Marine Park which would involve the purchase of Dobbins Island (large) was presented to Anne Arundel County Delegation 2-8-07.

The Magothy River Association will hold its sixth annual State of the Magothy River presentation on Wednesday, February 20, 2008, starting at 7:00 PM. The meeting will feature the annual Magothy River Index (with a new format this year) and a Captain John Smith Chesapeake National Historic Trail overview. Scheduled speakers:

Greater Severna Park Watershed Action Group in cooperation with St. Martins in the Field Day School will be sponsoring an Earth Day Exposition, Saturday April 19, 2008 at the St. Martins in the Field campus, 375 Benfield Blvd. from 10:00AM to 2:00PM.  Exhibitors will include Anne Arundel County Department of Public Works,  Arlington Echo with rain barrels & terrapins, Master Gardeners, Bay Organics, Magothy River Association, GSPWAG, St. Martins School and GSPC.  Others to be added as time progresses. 

MPT Weary Shoreline, airing Wednesday, February 27 at 9 p.m., explores how Maryland.s Critical Area Law enacted in 1984 to preserve sensitive Chesapeake Bay shoreline by limiting growth has instead fostered development, lawlessness and community animus through its complexity and ambiguity.

Weary Shoreline scrutinizes the impact of Critical Area violations on Chesapeake Bay water quality and its ecosystem in heavily and sparsely-populated regions The program captures violations on tape and brings both little-known and high-profile cases to light on the Nanticoke, Patuxent, Magothy, West, Rhodes and Severn Rivers. Included in the program are the controversial issues of construction in the Magothy River.

Political figures interviewed include Anne Arundel County Executive John Leopold, former Anne Arundel County Executive Janet Owens and Maryland Attorney General Douglas Gansler.

Community Crime Watch Meeting with AA County Police Due to the recent incidents of crime in and around our neighborhood, the community association has arranged for the AA County Police to meet with us and discuss crime prevention and Community Crime Watch. The meeting will be held on Wed., Mar. 19, 7:00pm in room 401 at Woods Memorial Church. All community residents are invited to attend.

Speakers for 2008: A review of the speakers has bookings thru September.

 

Unfinished Business: Maureen and Jerry will review the 2007 Board goals and prepare discussion points for the next Board meeting regarding 2008 goals.

 

New Business:  John Norville discussed the AACC class on Community and Condo Association Management.

John Norville also discussed the Community Connection Day on March 8th that John Leopolds Staff is sponsoring. John, Jerry, and Steve attended the one in Feb. The purpose of the event is to improve communication between homeowners and the County Depts.

Jerry discussed the possibility that the County is allowing access to the name and address lists they have for HOA’s in ways that were not agreed to at the meetings. Jerry will discuss with Brenda Reiber.
