Greater Severn Park Council Board of Directors Meeting: March 26, 2008

 

Call to order: 7:36 p.m.

Present: Maureen Carr-York; Steve Poland; John Norville, Al Johnston, Dan Nataf

Secretary’s Report: Minutes passed

Treasurer’s Report: Dues received in March, $280, bringing the total of HOA’s paid in 2008 to 36.  Checks outstanding (mtd) total $145.84.  The report was passed

Public Works Meeting:  E-W Blvd.  Jim Schroll said that the subject to be studied further with another meeting scheduled for June.  Certain devices can’t be put in due to being an arterial…may get blinking lights. 

Police/Community Relations: Wes Adams will take over this responsibility (he’s from Williams Woods and will also be the new assistant secretary as well).  These meetings are on the 3rd Wednesday of each month.

Shelter Group Update and Other Senior Housing Issues:   Al says that the project scheduled for Ritchie Hwy is for people 72 and older of moderate means.  There is an agreement to take in the Smith property, which will expand the scale of the project although separating it a bit from Cypress Landing.  We are waiting for Cypress Landing to take a position.

There is another Shelter Group project for assisted living on Jumpers Hole near Middle School – there is a lot adjoining Chartridge.  3-4 stories is planned; the size of the buffer is a concern; stormwater management ponds might be near Kensington.  The assumption of the community had been that this area would be used for residential R-5, so there is concern.

Another project is also assisted living – Sunrise 2 – the ‘mum farm’ near the intersection of Benfield and Veterans Hwy.   There will be a meeting about this April 8 at 6 p.m. at AAC Fire House. 

Lastly there is a project being evaluated for Ritchie Hwy near the Columbian Center.  This project will be monitored.  Details are lacking – could be condos, senior/independent living…

Education Committee Report:

Al reports that the Impact Fee study committee has produced a chart with 2016 state projected and state capacity and whether they are under, at or exceeding capacity.   There is a notion that impact fees will not be collected where there is excess capacity.  Skepticism was expressed about the accuracy of the projections.  School board nominations are being accepted.

Speakers for 2008: We are booked through July.  August-December speakers needed. GDP advisory board meeting presentation might be one.  An August progress report on this topic was discussed featuring Lynn Miller or Carol Sanner.  Speakers still needed for Sept-December.

Jerry and Maureen met and discussed this, but with Jerry’s absence, passed on to next time.

Zoning/Legislation – Al presented a series of items listed on a handout.

Mosquito Control Program – communities must sign up by telephone request from Michael Cantwell – 410-841-5700.

Summer Internship at CBF – deadline was March 24, 2008.

Earth Day program – Sat. April 19, 2008, 10-2 p.m. St Martins in the Field, Greater Severn Park Earth Day Exposition.  Al wants to be an exhibitor for Rain Barrel Program – a hold harmless agreement needs to be signed.  The Board passed a motion allowing Al to be a part of this with the agreement signed by the President of the GSPC.

Greater Severna Park Watershed Action Group in cooperation with St. Martins in the Field Day School will be sponsoring an Earth Day Exposition, Saturday April 19, 2008 at the St. Martins in the Field campus, 375 Benfield Blvd. from 10:00AM to 2:00PM.  Exhibitors will include Anne Arundel County Department of Public Works,  Arlington Echo with rain barrels & terrapins, Master Gardeners, Bay Organics, Magothy River Association, GSPWAG, St. Martins School and GSPC (AMJ will provide applications and explanation for Tax Credit program).  Others to be added as time progresses.
