BOARD OF DIRECTORS MEETING

Minutes of April 22, 2008

 

The meeting was called to order at 7:30 pm at the Woods Church by President Maureen Carr-York.  Also attending were Steve Poland, Al Johnston, Jerry Pesterfield, and John Norville, Denny Stam, Dan Nataf.

 

Secretary’s Report:  Jerry Pesterfield presented the March Board meeting minutes for approval.  “Without objection, the minutes stand approved as submitted” unanimously.

 

Treasurer’s Report: Steve gave the Treasurers report for April (mtd) which was approved for records and audit. As of this date 44 HOA’s have paid 2008 dues.

 

Education:  No report

 

Police Relations:  No Report

 

Public Works:  Dan will talk to his contact regarding the possibility of paving a portion of West Benfield when they pave Benfield Blvd. at the end of May.

 

Shelter Group Updates: An agreement was made on the Smith property for the shelter project on Ritchie Hwy. which will provide addition space for development. The project behind Safeway is still going active with various groups forming to oppose it. Chances are that it may fall thru.  Sunrise II at Benfield and Veterans Hwy. is still moving forward after a pre-submission meeting that Al Johnston attended.

Al also discussed the Cloppman property on Sylvan Rd. in great detail. Maureen indicated that a person in Brittingham would probably step up to help monitor the activities and developments of the project.

 

Environmental Committee: Al discussed the positive attendance of the booth for Earth Day. Sold 25 rain barrels

 

Speakers for 2008:  The Board has planned suggested speakers for the remainder of the year.

 

Configuration of Board of Directors & Strategic Planning for 2008:  The Board discussed the makeup of the Board going forward as well as potential candidates. The Board discussed the achievements made on the 2007 goals and agreed to keep the same goals for 2008. Good progress was made on many items but more work is still needed before creating new goals.

 

Zoning/Legislative Matters: Al Johnston discussed various P/Z items.

    Bill 16-08 Post-decision Procedures & Events-AHO, (Vitale-Benoit) rescind, suspend, modify for misuse-       misrepresentation. Amended 4-21-08 Resolution adopted   (Approved)

    County Executive Budget Message, Thursday May 1, 2008 11:00AM Arundel Center

    Revision of Subdivision Article 17-2-109(a) as applied in BA 2-08A Stafford: Sketch Plan approved May 9,           2007,

without notice to Community.  Community meeting held 35 days later on June 13, 2007, 17-2-109(a) prohibits     subsequent appeal unless any sketch issue is appealed within 30 days. Resolution to support (Approved)

    Nonconforming use proposal. Resolution adopted. Zoning Administrator S. Schappert requests draft 2-20-08.

    Definition of “mistake” in zoning proposal. Resolution adopted. (Hold pending cases at Board of Appeals)
