BOARD OF DIRECTORS MEETING

Minutes of March 24, 2008

 

The meeting was called to order at 7:35 pm at the Woods Memorial Church Library by President Maureen Carr-York.  Also attending were, Jerry Pesterfield, Al Johnston, John Norville, Denny Stamm and Wes Adams.

 

Secretary’s Report:  The March Board meeting minutes were discussed and “Without objection, the minutes stand approved as submitted with one correction” unanimously.  The correction concerned recognition of John Norville and Anne DeMajestre

 

Treasurer’s Report: Steve Poland emailed the Treasurers report for March which was read and approved for records and audit.

Education:  Discussion of what is going on with the capital budget with respect to education spending.  Concern over budget and teacher cuts.

Public Works:  No Report

 

Environmental Committee:  Nothing new to report.

 

Speakers for 2009:    John Leopold for Budget in April/May. Simonaire on finance/stimulus spending. Maxwell on schools and the state of school reconstruction. Al Johnson  for June on the GSPC 50th and AACo. Fire and Rescue.  Ron Bowen Dept. of Public Works for July.  New Eastern District Captain for September.  Standing invitation to the Delegates to appear during session to present to the GSPC.  Someone from AACC for August.

 

Zoning/Legislative Matters: Al Johnson discussed a zoning and legislative matters. 

 

Maureen Carr-York discussed the proposed rezoning request by Gerst/Blanchfield at 479 Jumper’s Hole Road.  Waiting for Official word from Kensington Community.  Motion to Oppose the rezoning request by Blanchfield/Gerst.  The Board is concerned with the zoning map and lack of documentation about the plat contiguous properties. 

 

Proposed “Early Action Network” in order to create an umbrella organization regarding the entire Severna Park/Arnold area in order to monitor the zoning requests and development requests.

     Board of Appeals Rules Hearing 1-28-09, Proposed changes presented. 

        Extended discussion by some six attorneys on the Board of Appeals being a “People’s Court”.  Significant dissent

        to Office of Law amendments.  Board Work session 2-18-09, Waiting for presentation to County Council.

    Planning Advisory Board, GDP Special Advisory Committee

Special Advisory Committee update 4-13-09, Final Draft scheduled release late April.  SAC comments to PAB on draft Bill; PAB conducts public hearings and provides comments to County Executive.  GDP introduced as a Bill to County Council. PAB, SAC and public provide comments at County Council Public Hearings on the Bill.  County Council considers possible amendments and adopts Bill. Effective upon County Executive signature.

   Bill 8-09 School utilization Chart, 4-6-09, Shipley’s and Severna Park Elementary are now open.

   Bill 10-09 Video Lottery Facilities, 4-2 & 4-6-9 Location at Arundel Mills. 7.5 hours of testimony.
