Minutes of the August 10, 2004 Meeting
Welcome: The meeting was called to order at 7:35PM by Vice-President Al Johnston.
Secretary’s Report: The minutes of the July 13th meeting were approved as submitted. Those interested in receiving the minutes by e-mail may sign-up at the entrance table or contact Michele Rose by e-mail at mrose@cablespeed.com. Please notify the secretary and/or the treasurer of any changes in the office of president or delegate for your community.
Treasurer’s Report: Al Johnston, Vice-President, presented the Treasurer’s report in the absence of Treasurer, Jen Campbell. There is a balance of $27,555.72 as of June 30, 2004. This includes $4327.81 in Beautification Trust Funds. The total is based on a previous balance of $27,583.05 with expenses totaling $37.00 for the month and income of $9.67. Al noted that he has been researching interest rates on CD’s. The Board will consider his recommendation to put approximately $15,000.00 into a five-year CD. The treasurer’s report was approved as presented.
President’s Report: Al Johnston, in the absence of President John Strange and at his request, reminded everyone that there are still a number of dues outstanding. There is now a $5.00 late charge attached for those paying after June 1st. Second notices will be sent with the next mailing.
COMMITTEE REPORTS
Beautification and Community Enhancement Committee – Larry Masterson
Larry reported that about 25 trees, as well as about 30 shrubs, have either died or been struck by vehicles. They are hoping to replace them in November.
Education: Beth Slikker
Al Johnston presented a report for Beth in her absence. The Severna Park feeder system was reported to be the best in the county in many areas.
Public Works: Dan Nataf
Al reported for Dan that the pipes have been completely installed on West Benfield Road; however, paving has not been completed. In addition, a repair was made on McBride’s Lane.
Police Community Relations: Carroll Hicks
Carroll Hicks had no report as the Police Community Relations Council does not meet in July and August.
BWI Noise Committee: Denny Stam
No report.
Planning /Zoning/Legislation: Al Johnston
Past president, Larry Masterson, presided over the meeting during this portion due to the fact that Al would be making motions as part of his presentation.

live broadcast on Channel 98. The delegates voted in favor of having the candidates’ forum in place of the October 12th
GSPC meeting.

Resolution 18-04 Charter Amendment , “5 Members change Capital Budget” Failed 7-16.
Earleigh Heights Fire Co Board meeting 6-1-04-Siren. Bill Smith, 647-2107, Secretary. Al Johnston made a motion that
the GSPC send a letter to the fire company requesting them to cease using the siren since they are the only company in
Anne Arundel County still using a siren and it is not even used there when being manned by county employees . The
motion passed overwhelmingly.
Zoning Code Revision, Rutter presentation 6-8-04 http://www.aacounty.org/PlanZone/indes.cfm. Subdivision
Code, released 7-1-04. Al has been working on this every week since May along with several other people. They have
uncovered several errors and areas of concern. The Planning and Zoning Dept. drafters are making changes, but are not
sharing them yet.

There is money for the project and it is in the process of engineering designs. They are not at the point for community
input yet.

is in the process of being evaluated and approved . By 9/12, all county departments and agencies must submit their
input. Approximately 30 days later, they will do a final approval on the site plan. Within 60 days, there will be public
hearings.
Benfield Crossing, C2003-017, 1.51A Retail expansion with access from Exxon Station Mike Murray,
410 222-7960. SCHOA Covenants. T/L Bob Cooper reported that in 1988, the developer, SCHOA and Crain West
entered into a covenants agreement that was recorded. It included several things, including the types of properties that
could be developed, signage, dumpsters, deliveries, etc. The covenants run with the land into perpetuity. All of this
property is not covered by these covenants, so the developer has rearranged some of his plans. However, SCHOA is
being very careful to maintain the covenants for the covered property in their dealings with the developer. It has made it
necessary for him to work in a cooperative manner with SCHOA. Bob encouraged other communities to make similar
agreements with owners of small, undeveloped parcels.

OLD BUSINESS
Last month we discussed the loss incurred by a visiting band, the Lutheran Vanguard of Wisconsin, who made appearances at the Annapolis City July 4th parade, as well as the Severna Park parade on July 5th. They have received cash donations from the Severna Park Chamber of Commerce and the Community Center to help them replace some of their stolen money and items. A motion was made and seconded that the GSPC make a donation of $250.00 to the band. Following discussion, it was decided to withdraw the motion until the matter of insurance coverage has been addressed.

GSPC General Meeting – Tuesday, September 14th at 7:30 PM in the meeting room of the Severna Park Library.
