Minutes of the July 13, 2004 Meeting

 

ADMINISTRATION

 

  The meeting was called to order at 7:38 PM by President John Strange

 

Secretary’s Report:  The minutes of the June 8th meeting were approved as submitted. Thank you to Bruce Karner, Oakleigh Forest, who has volunteered to take minutes for the July meeting in the absence of  the Secretary, Michele Rose. Those interested in receiving the minutes by e-mail may sign-up at the entrance table or contact Michele Rose by e-mail at mrose@cablespeed.com.  Please notify the secretary and/or the treasurer of any changes in the office of president or delegate for your community.

 

Treasurer’s Report: Al Johnston, Vice-President, presented the Treasurer’s report in the absence of newly appointed Treasurer, Jen Campbell.  There is a  balance of $27,583.05 as of June 30, 2004. This includes $4327.81 in Beautification Trust Funds. The total is based on a previous balance of $27,474.75 with expenses totaling $147.25 for the month and income of $181.96. Neil Burns, McKinsey Park, suggested that the GSPC check for institutions offering a higher interest rate for our funds. The treasurer’s report was approved as presented.  

 

President’s Report:  John Strange announced that the following communities have paid dues for 2004 as of June 30th: Arnold Preservation Council, Arundel Plaza, Bendale, Ben Oaks, Berrywood, Bluff Point, Brittingham, Carrollton Manor, Chartridge, Chartwell, Chartwood, County Crusaders, Cypress Glen,  Cypress Improvement, Cypress Landing, Fair Oaks, Fairwinds, Harlequin, Hollywood, Jennings Road, Kilmarnock, Kensington, Lakeland II, Linstead, Lower Magothy, Magothy Forest, Manhattan Beach, McKinsey Park, North Cape Arthur, North Severna Park, Oakleigh Forest, Olde Severna Park, Pointfield West, Riverdale, Rugby Hall, Sabrina Park, Severna Forest, Severndale, Severn Heights, Severna Enclave, Sheffield Park, Shipley’s Choice Community, Shipley’s Choice Homeowners, Solomons Ridge, Swann Point, Westridge, West Severna Park, Whitehurst, Whitneys Landing, and Woodbridge Forest. This represents more than 85% of last year’s total paid membership. Communities should remember that a $5.00 late fee will be added to the dues for those not paying by June 1st.

            John reminded the group that they must start thinking about the GSPC elections for the 2005 Board. He must appoint a chairperson for the Nominating Committee before November. At the November meeting, the delegates will elect the other two members to the committee. That  committee must then present its slate to the delegates in December for elections in January. Anyone interested in being on the Nominating Committee or being on the Board, please contact John.

Zoning/Legislation:   Al Johnston    

Planning and Capital Projects:

Water Project, 410 537-3590, Severndale 4-8, 4.7M to 7.0M, 48%; Severndale 3,  .3M to .45M,50%. Notice received

   that the amount of water drawn from the Severndale pumping station will be increased by 80%.

Resolution 10-4 & Bill 43-03, Adequacy of School Facilities. Council Vote pending.   

Resolution 18-04 Charter Amendment , “5 Members change Capital Budget 7-19 , Cathy Vitale has requested

   input from the GSPC. Following discussion, a poll was taken with six in favor of the amendment and eight

   against and five abstentions

Earleigh Heights Fire Co. Siren, Board meeting 6-1-04. Bill Smith, 647-2107, Secretary & contact. All reported

   that the current siren is not an air raid siren and was not purchased in Philadelphia as had previously been

   reported. At this time, the station is staffed with paid firefighters the majority of the time who have been

   instructed, by the county, not to use the siren. John Strange, President, felt that a letter to the fire station from

   the GSPC should be prepared. Discussion was delayed until the next meeting.

   recommend a contribution from the GSPC.

   contemplating a new officer position to meet this requirement.

Beautification and Community Enhancement Committee – Larry Masterson

Al Johnston reported, in Larry’s absence, that the plantings in the Ritchie Highway median are doing well with recent rains. Any that have been destroyed due to traffic accidents are replaced.

 

Education:  Beth Slikker

Beth reported that Michael Leahy, a Severna Park resident, received the appointment to the open seat on the A.A. Co. School Board. She would like to invite him to be a guest speaker at a later date. Having the Governor appoint one of the two nominees submitted from the Nominating Convention lends credibility to the process. Ned Carey, a resident of Brooklyn Park, has been elected President of the School Board. Conrad Wayson was elected Vice-President. Beth also expressed concern regarding the number of  high school students who are not doing well in school and need to be moved to the Mary Moss Academy which is full. The Open Court reading system appears to be successful.

Public Works:  Dan Nataf

            Dan reported that he is starting to post the Board minutes on the web site.

 

NEW BUSINESS

 

             John Strange announced that Janet Owens will be the featured speaker for the December 14th meeting. 

            On July 4th weekend, there was a visiting band here from Wisconsin that made appearances at the Annapolis City July 4th parade, as well as the Severna Park parade on July 5th. They kept their instruments and personal belongings at the Community Center. While they were in Annapolis, someone stole many items and money. It was decided to obtain more information and then possibly make a donation. The matter will be tabled until the August meeting.

 

OLD BUSINESS

 

            Beth Slikker announced that the concert series at Hatton Green are on-going for the next four Sundays at 6:30 to 7:30 PM which are free and open to the public.

NEXT MEETING

 

Executive Board – Wednesday, August 25th at 7:30 PM at the Severna Park Library. There will be no July meeting.

GSPC General Meeting – Tuesday, August 10th at 7:30 PM in the meeting room of the Severna Park Library.
