Minutes

 

The meeting was called to order by VP Michele Roseat 7:35 pm at the Severna Park Library.Maureen joined the meeting shortly after it’s start.

 

Secretary’s Report:  Jerry Pesterfield presented the July minutes for approval.  Without objection the minutes were approved as submitted. 

 

Treasurer’s Report:  . Treasurer Steve Poland reported the following for July 2007:

 

Income – Dues $35.00, Money Market 9.85, July 4th Popcorn sales $125.00

            Expenses – SPHS Chorus $250.00, Security $48.00, Office Depot $24.68

            Balances as of 06/30/2007:

The report was approved as submitted without objection and will be filed for audit

 

President’s ReportMaureen read the names of the HOA’s that are delinquent with the 2007 GSPC dues. Arundel Plaza, Carrollton Manor, Crain West, East Earleigh Heights, Evergreen, Fair Oaks, McKinsey Woods, Round Bay, Twin Harbors

 

Special Guests: Delegate James King discussed several items of interest to all citizens including the Maryland budget deficit and the various solutions that are being presented. Mr. King also discussed the BRAC impact on the area in some detail. Mr. King has been added to the Governors BRAC transition team.

 

Environmental Committee:  No report

 

Bylaws Committee: Maureen read and discussed the proposed Bylaw changes that the Board has approved after much discussion with the members over the last few months. The changes will be discussed again at the next meeting. Below are the proposed language changes:

Suggested revision of Section 3.

 For the election of officers, for amending the Bylaws, and for the adoption of any major changes in policy or established position of the Council, the presence in person or electronically as verified by the secretary of delegates from a majority of the member associations in good standing shall {removed: "be necessary and sufficient to"} constitute a quorum A Council officer or director not serving as a delegate from a community may be counted to establish such a quorum.

Section 1.

These By-laws may be amended by a two-thirds vote of the delegates present at any duly called meeting or electronically as verified by the secretary, provided that the quorum requirements of Article VIII, Section 2 3, are met, and that written notice of the proposed amendment has been provided all member associations at least two (2) weeks prior to the meeting at which the vote is scheduled.

 

 

Police Relations  N/A

 

Public Works: Krista Harkum, Delegate for Cape Arthur, discussed the road work which is still in progress is on Sunset Rd In Cape Arthur. Residents have complained about the tar and chip application used for repavement. Residents are unable to use the road for recreation such as walking dogs, roller blading and skate boarding due to uneven gravel used in repavement. Road is also throwing chips up on cars and people walking on side of road. The contractor had spoken to one resident on Sunset rd. and stated that residents were to be notified of repaving with tar and chip application by notification letter from the state. No resident along the road had received such letter per her knowledge.

BWI Noise Committee:  Craig Enck discussed the noise issue with respect to bench marking altitude and noise levels between BWI, Reagan, and Dulles airports. The bottom line is the need to use the political process to achieve any changes. Jim Cain from Severna Enclave stated the noise level monitor that was installed in their community has registered airplane noises at the 60 decibel average level. Craig and Denny Stam will work on a draft document for GSPC to support.

Beautification:  No report

 

Education:  Chairperson Michele Rose updated the group on the following topics:

The Board of Education has elected Tricia Johnson as the President, which will make it her second year in that position.  Her five-year tern ends in 2008. Enrique Melendez has been elected Vice-president. His term does not end until 2010.

 

Budget problems continue, although Superintendent Maxwell, the County Council and County Executive Leopold have stopped fighting it out in the media, at least for the moment.

The start of state-mandated full-day kindergarten is certainly playing havoc with the budget and the facilities. Trying to accommodate classroom space has been a challenge at many elementary schools. In addition, the Maryland Court of Appeals ruling that charter schools have a right to receive as much money per pupil as regular public schools may create many more financial woes.

 

On a positive note, county schools received a $230,000 grant form the Maryland Department of Education to create a math and science magnet school, which would be housed within one of our established high schools. One has not been selected at this time. It would start with the 2008-09 school year.

 

NASA has also provided a grant to county schools for $358,000 through their Junior Engineering Technology Scholars Grant. This money s designated for 18 elementary schools and 12 middle schools to create after school engineering clubs. Undergrad students from UMBC Science and Technology Center will serve as peer mentors.  Due to BRAC and its related draw of high-tech jobs to the county, there will be a demand for workers with science, engineering, technology and math backgrounds.

 

Closer to home, the schools have been sprucing up all summer in anticipation of opening day on August 27th for most students.
