Minutes

The meeting was called to order by President Maureen Carr-York at 7:30 pm at the Severna Park Library.

Maureen started the meeting with the introduction of several new members and participants.

Lance Kasten is the new Delegate for Chartridge

Wes Adams is the new Delegate for Williams Woods who will be joining next month

Secretary’s Report:  Jerry Pesterfield presented the November minutes for approval.  With one correction regarding the Treasurers report (Beautification fund dollar amount) the minutes were approved as submitted.  Corrected amount is $2452.14 instead of $2450.60.

Treasurer’s Report. .Steve Poland reviewed the financial report for November.

Income – Money Market $31.55

            Expenses –Security $24.00, Office Depot $35.35

            Balances as of 11/30/2007:

            Checking                     $1,594.84

            Beautification Fund    $2,452.14

The report was approved as submitted without objection and will be filed for audit.

Special Guests:

Tony McConkey discussed various aspects of the special session and answered questions from the membership. He also distributed the Legislative Wrap-up document.

Captain Robert Johnson discussed at great length the various crime categories and the action plans he is taking to reduce them. After 5 months in office his review of crime in the Eastern District shows burglary, theft from auto, and robbery are the top 3 issues.

• By concentrating on the specific areas of robbery they are down 5% over last year. The area around Washington Medical Center was a target concentration
• Burglaries are up 13% but are occurring everywhere without a pattern. The biggest deterrent is for home owners not to make it easy for them. He now has 4 detectives full time on burglaries that respond “real time” to the call. The group has been together for 4-5 weeks and has made 33 arrests. He has started a function called Group Wise that is an email system alerting communities of specific information and alerts. The community can help provide feedback information back to the police from these alerts. GSPC will be added to the distribution list and will forward to all HOA email addresses in our data base.
• People need to lock their cars, remove valuables, cell phones and GPS items from the car or at least from plain view. So far there have been 17 thefts of vehicles in Eastern District this year. Fifty percent of the theft from auto has occurred with the cars being left unlocked.
• The home owners must help and look out for each other more.
• Anne Arundel County does not have a “gang” problem at this time like P.G. and Baltimore Counties.
• The police officer in schools program has been very helpful in solving crimes.

Cathy Vitale discussed a variety of item from the County Council. A few of the items discussed were:

• The pending Sewer and water Bill as well as the potential pilot program into the Chartwell and Cape St. Clair areas.
• A potential Bill to waive the school full rule for the few properties left in the area for development. She is not for the current Bill as written. One possible solution would be for the County Executive to make the call for an exception.
• Discussed options being reviewed to address the adequacies of schools issues.

Nominating Committee: Chairman John Norville reviewed the Nominating Committee’s slate of candidates. John asked for additional volunteers from the floor and there was no response. With that John closed the nomination list. John, for the record, thanked John Strange and Charlie Miller for their effort on the Committee.  Michele Rose is the only incumbent not wishing to be on the slate for 2008. John proposed a resolution thanking Michele for her contribution over the years in a variety of roles. The resolution was approved by all. John then proposed that the slate of nominee’s (listed below) be accepted. The slate was approved unanimously. Below is the final slate:

The process for voting was then discussed with the membership. The details and steps are listed below:

GSPC Election Process for 2008 Board of Directors

The Delegate of each Community HOA on record as of December 11, 2007 will be the person responsible for casting the votes. Exceptions would be 1) In some cases the HOA  has not appointed a Delegate and the President fulfills this role, 2) The GSPC Board receives proper notification that an Alternate Delegate is approved to cast votes for a HOA. For HOA Communications purposes, the email distribution of the Slate of Candidates will be sent to all persons on file for each HOA in good standing.

The following steps document the process to be used :

• Nov - Dec 11 Nominating Committee - The Nominating Committee, Chaired by John Norville will produce a slate of candidates for each position.
• Dec 11th General Meeting The Nominating Committee will review the slate of candidates with the General Membership and open the floor for nominations of any additional candidates. There will be no new candidates added after the close of the meeting.
• Dec 12 - Dec 22 Nominating Committee - The Nominating Committee will finalize the slate of candidates resulting from the Dec 11th General Meeting and distribute it to the GSPC Board.
• Dec 22 Board Secretary - The Board Secretary will produce a slate of candidates document to be distributed to all GSPC members in good standing.
• Dec 26 - Jan 5 Email Distribution - The Board Secretary will distribute, via email to the address each HOA has provided, the slate of candidates’ document to the membership in good standing. Voting will be a straight up or down (accept or reject) on the total slate of candidates. If a position has more than one candidate a vote is to be cast for a specific choice. No email votes will be accepted after midnight Jan 5th.
• Jan 3rd Email reminder - The Board Secretary will email members that have not replied to the email vote with a reminder to cast their vote electronically no later than Jan 5th at midnight.
• Jan 6 - Jan 8 Voting Recap and Audit - The Board Secretary, with at least one other person, will recap the electronic votes and validate with the Community HOA information on record. A recap of Communities that have not cast a valid vote will be produced for the Jan 8th General Meeting.
• Jan 8th General Meeting - Only Communities that have not cast a valid vote by the email deadline will be allowed to vote at the meeting. Results will be announced at the meeting.

Public Works:  Dan discussed the status of repaving Benfield Blvd. after the sewer upgrade project construction. Pot holes will be repaired as needed and the resurfacing will take place in the spring when the temperature is warmer.

Zoning/Legislation:  Al reviewed a variety of issues that he is tracking.  Below you will find the detailed list of current issues.
