Minutes

 

The meeting was called to order by President Maureen Carr-York at 7:30 pm at the Severna Park Library.

Maureen started the meeting with the introduction of several new members and participants.

Lance Kasten is the new Delegate for Chartridge

Wes Adams is the new Delegate for Williams Woods who will be joining next month

Richard, Jesse, & Ryan Snader from Boy Scout Troop #855

Tony McConkey,  Police Commander Robert Johnson (w/ Det. Jeff Morgan and Det. Bruce Whitlow), and Cathy Vitale

 

Secretary’s Report:  Jerry Pesterfield presented the November minutes for approval.  With one correction regarding the Treasurers report (Beautification fund dollar amount) the minutes were approved as submitted.  Corrected amount is $2452.14 instead of $2450.60.

 

Treasurer’s Report. .Steve Poland reviewed the financial report for November.

Income – Money Market $31.55

            Expenses –Security $24.00, Office Depot $35.35

            Balances as of 11/30/2007:

            Checking                     $1,594.84

            Beautification Fund    $2,452.14

The report was approved as submitted without objection and will be filed for audit.

 

Special Guests:

Tony McConkey discussed various aspects of the special session and answered questions from the membership. He also distributed the Legislative Wrap-up document.

Captain Robert Johnson discussed at great length the various crime categories and the action plans he is taking to reduce them. After 5 months in office his review of crime in the Eastern District shows burglary, theft from auto, and robbery are the top 3 issues.

 

Cathy Vitale discussed a variety of item from the County Council. A few of the items discussed were:

 

Nominating Committee: Chairman John Norville reviewed the Nominating Committee’s slate of candidates. John asked for additional volunteers from the floor and there was no response. With that John closed the nomination list. John, for the record, thanked John Strange and Charlie Miller for their effort on the Committee.  Michele Rose is the only incumbent not wishing to be on the slate for 2008. John proposed a resolution thanking Michele for her contribution over the years in a variety of roles. The resolution was approved by all. John then proposed that the slate of nominee’s (listed below) be accepted. The slate was approved unanimously. Below is the final slate:

GSPC Election Process for 2008 Board of Directors

The Delegate of each Community HOA on record as of December 11, 2007 will be the person responsible for casting the votes. Exceptions would be 1) In some cases the HOA  has not appointed a Delegate and the President fulfills this role, 2) The GSPC Board receives proper notification that an Alternate Delegate is approved to cast votes for a HOA. For HOA Communications purposes, the email distribution of the Slate of Candidates will be sent to all persons on file for each HOA in good standing.

Public Works:  Dan discussed the status of repaving Benfield Blvd. after the sewer upgrade project construction. Pot holes will be repaired as needed and the resurfacing will take place in the spring when the temperature is warmer.

BWI Noise Committee:  No report

 

Zoning/Legislation:  Al reviewed a variety of issues that he is tracking.  Below you will find the detailed list of current issues.

     Vitali becomes Chairwoman of County Council 12-3-07-Charter annual change.

     Special Advisory Committe-General Development Plan-21 members, 16 from Small Area Plans, to be      appointed 1-15-08  AMJ to request GSPC support. 

     Bill 69-07 Zoning, Enacted 11-19-07, various GSPC comments adopted.  

     Bill 76-07 Subdivision, Stormwater Management & Restoration of Tributaries Fund, as anebdedm        Defeated 4-3 12-3-07 ("Smart fund") $.015 disturbed to $.25 impervious, green roof deduction-300% penalty,    additions not replacements.

            Dillon-Benoit-Cohen Amendment, $30/SFD, $23/2500 sq ft of commercial impervious surface.  Issue of

            tax cap, tax v. fee, campaign positions, 80+ witnesses.  

     Bill 77-07 Zoning, Housing for Elderly of Moderate Means, Enacted 12-3-07 Shelter Development Cypress   Landing, testimony presented, various GSPC comments incorporated by County Council.

     Bill 85-07 Tax Credit-Stormwater Management, (Vitale) Amended 12-3-07, Resolution adopted.

 Residential: 10% credit of materials and installation not to exceed $2500. (AMJ project)

Commercial: Cost of materials and installation not to exceed $25,000.
