Meeting
January 9, 2007
Minutes
The meeting was called to order by President Maureen Carr-York at 7:45 pm at the Severna Park Library. Guests in attendance included Elizabeth Whaling, Gary Block and Brenda Reiber of the County Executive’s office.
Secretary’s Report: Carrie Geldart presented the December minutes. Changes were presented by John Norville to add the nominated officer slate to the December minutes. The report passed unanimously.
Treasurer’s Report: Steve Poland presented the balance of $25527.97 total funds. The report passed unanimously.
Steve Poland also presented the 2007 proposed budget. The budget passed unanimously.
President’s Report: Maureen Carr-York reported the paid communities and one associate member.
Maureen ordered the annual audit to be headed by John Norville. John reappointed John Lipman and explained the annual auditing process. The audit report will be presented at April’s general meeting.
Nominations Committee: Nominating Chair John Norville announced a quorum was reached and solicited any further nominations from the floor. There were none. John announced the Director position recently vacated by Carroll Hicks, who was appointed by the County Council to the Board of Appeals. Al Johnston nominated Roy Higgs to fill the vacant director positions and discussed his qualifications.
The 2007 slate was presented as follows:

Vice President: Al Johnston
Treasurer: Steve Poland
Secretary: Jerry Pesterfield
Directors: Dan Nataf, John Norville, Denny Stam and Roy Higgs.
There being only one nomination per position, the council members Delegates voted and the slate passed unanimously.
President Maureen Carr-York solicited the council members for increased community involvement.
Environmental: George Acree reported the North Cypress Branch restoration in ongoing. The Magothy River Targeted Watershed project has been given to the current county administration to continue.
Police Relations: John Norville present the Police/Community Relations report in Carroll Hicks’ absence. John reminded the council members leaving unattended vehicles running is against the law, watch for students while driving, and remember to close and lock windows after enjoying our mild winter. Also, John reminded the council to report any suspicious activity. The police would rather you call and respond to a false alarm than to have to come to a crime scene.
The Anne Arundel County Police are hoping for donations for cameras to be placed around the county in locations known for robberies. The estimated cost is approximately $2500.

Public Works: Dan Nataf reported the Benfield water main project will start in the next couple of weeks. The laying of new pipes will be in progress until November 2007. Dan was asked to look into the repaving of Lelynn Drive and the flooding at Round Bay and B&A Blvd.
Centennial/ASPIRE: Earl Schaffer reported the murals continue to be worked on and ASPIRE is accepting donations. One mural has been finished on the Carr Building. Community histories are still needed. Linstead has a completed history that is for sale at Mindy’s Country House in Park Plaza.
BWI Noise: Denny Stam reported on January 24th there will be a workshop with the Maryland Aviation Administration. Denny and Jeanne Carpenter met with Bill Carver of the FAA. Runways 15R and 33L run over the water. Mr. Carver mentioned it is not impossible to change the flight patterns around BWI.
A sound meter will be placed in Severna Enclave.
More participation and support is needed from our elected officials and communities to implement a Share the Noise program that is to be utilized throughout the county.
Zoning/Legislation: Al Johnston reported the Jumpers Hole Road report has been distributed. The council passed a resolution to oppose the Boyer case in Olde Severna Park, involving building on a bog.
Al also discussed the ongoing Curtis case. He has been turned down by administrative hearing officer and the Board of Appeals denied his application.
Beautification: Jerry Pesterfield asked the council members for their thoughts and opinions for the Beautification Committee. Thoughts can be shared via email at jlpesterfield@aol.com .
Education: Beth Slikker reported the Board of Education voted for the $46 million renovation to Severna Park Middle School. Public hearings will take place on January 23 and 25th. On February 21, the county’s education budget will be voted on.
The school board nominating convention will take place in the spring. There will be two vacancies.[districts 21-32 and At-Large] For more information please visit http://www.geocities.com/sbncaacnty/ . President Maureen Carr-York asked for increased participation to the Board of Education.
New Business: February’s guest speaker will be Janice Marikusic of the Greater Severna Park Watershed Action Group..
