Minutes

 

The meeting was called to order by President Maureen Carr-York at 7:30 pm at the Severna Park Library.

Maureen started the meeting with the introduction of any new members and special guests and participants.

 

Secretary’s Report:  Jerry Pesterfield presented the April minutes for approval.  Without objection the minutes were approved as submitted.

President’s Report:  Maureen stated that she will not be reading the “paid” or “not paid” list of communities HOA’s any longer since we include the list in our minutes and notices via e-mail.

 

Special Guests:

 

Andy Borland updated the members on the status of the Community Center. To date they have pledges of $4.5 million and they will have to borrow $2 million dollars to finish. They are having a fundraising brick sale with names, business names, family names, etc. for $50 each. The form is attached to this email and any questions can be answered by the Community Center Staff at 410-647-5843 or www.thecommunitycenter.com . Maureen asked that the board look at the budget and discuss a possible donation to the Community Center

 

Kathy Gabriele (Severna Park High School chorus teacher) notified the group that SPHS Chorus has been invited to participate in the 400 year anniversary celebration of Jamestown, Virginia. There will be 1607 voices from school choirs representing every state in the Union. SPHS will be representing Maryland. They need all the support and donations the community can give. They choir is selling a CD of their music for a $5 donation. She also left forms for donations to be mailed in and she will mail back the CD. Verizon made a donation of $500.

 A motion was made that the GSPC donate $250. The motion was approved unanimously.

Environmental Committee: Acting Chairman Al Johnston reported that although there is no money for the 2007 Magothy River Targeted Watershed Project,  the Greater Severna Park Watershed Action Group continues to monitor the environmental clean up of the North Cypress Branch Project with the appropriated budget of $3 million  to fund cleanup and restoration work. The concrete ditch across from the Library was cleaned up this past week as the first item of work on the project site.

 

Bylaws Committee: Deferred until next meeting. 

 

Police Relations : Al Johnston indicated that if you need to talk with someone in the Eastern District of AA County Police ask for extention 6145.. Cars continue to get stolen due to being unlocked and/or with keys in them.

 

Public Works:  Dan Nataf reported on several activities in the area:

County:

·        Benfield sewer replacement project: within the next couple of weeks, the project will be moving to West Benfield, which will become one-way eastbound.  There will be partial closures of the entrances to Ben Oaks

·        The county has been meeting with the residents of North Severna Park about Marbury Road.  They are considering blocking the exit out of the community onto Robinson Road.  At peak afternoon hours there are 160 cars on average that use Marbury Road as a cut-through from Route 648 to Robinson Road.  The county is considering the impact of doing so upon the intersection at Route 648/Robinson/Ritchie Hwy and will report at a later time.

SHA: 

·        They are working on a streetscape project for MD Rte. 648 from MD 2 to MD 10 which should begin in late spring or summer.

·        Ritchie Hwy: repaving should begin anytime, but health issues have stalled the project. 

 

Centennial/ASPIRE:  Deferred to next meeting

 

BWI Noise Committee:  Denny Stam reported that not much new has taken place and a workshop will take place in late summer. A member of Whitehust HOA indicated that he was in contact with Delegate Gilchrists’ office regarding the noise level and will update us later with any progress he makes. Barbara Wilson from Delegate McConkey’s office offered assistance also noting that the best way to achieve our objective is to involve the elected officials.

A motion was proposed and passed unanimously for GSPC to letter John Leopold requesting the County to appeal this case to the Circuit Court.

Education:  Maureen informed the membership that Beth has decided to pass the baton for this committee on to someone else. Due to the size and importance of this Committee Maureen has asked for multiple volunteers. She suggested that a Committee of at least 3 be formed in order to handle and participate in the numerous activities. She asked all the HOA”s to help in the search for people to be involved with this important area of our community. Anyone interested should contact Maureen or anyone else on the Board in order to get engaged in this Committee. She also suggested that members of the community get involved and have their voices heard regarding the County budget for Schools.

 

New Business: none

 

Unfinished Business:   Maureen distributed and discussed the GSPC Board objectives for 2007. The core of these objectives is to revitalize the GSPC meetings and rebuild participation and membership. Members were asked to review and provide feedback.
