Minutes
The meeting was called to order by President Maureen Carr-York at 7:30 pm at the Severna Park Library.
Maureen started the meeting with the introduction of new members, participants, and special quests. We had several members of the local Boy Scouts present. We welcomed the Jones HOA which joined the GSPC after several years of absence and was represented by their President, Larry Coates Sr.
Secretary’s Report: Jerry Pesterfield presented the September minutes for approval. Without objection the minutes were approved as submitted.
Treasurer’s Report: Steve Poland presented the September Treasurer’s report.

President’s Report: Maureen read the names of the HOA’s that have not paid their 2007 GSPC dues. Arundel Plaza, Crain West, East Earleigh Heights, Evergreen, Fair Oaks, McKinsey Woods, Twin Harbors
Special Guests: The first quest speaker was Larry Tom - Anne Arundel County Planning and Zoning Officer. Mr. Tom shared his views and plans for his Department going forward. He stressed that his views differ from those of the previous administration. He has had to focus on moral within the Department and it is turning around. He indicated that he plans to focus on the nonconforming use and land preservation laws. Mr. Tom fielded several questions from the floor. He agreed to meet with Community HOA’s and the GSPC on issues and to exchange ideas in a positive working environment. Mr. Tom’s comments were well relieved.
Brian Jamieson, Ph.D. - Board of Directors of the Severna Park Community Center. Mr. Jamieson is leading some long range planning activities for the center. He talked about conducting a community-wide online panel discussion to better assess the needs of our community and discuss how we can better meet them. They are asking Greater Severna Park area residents for 90 minutes of their time, spread out over a week, to participate in this on line discussion. More information can be found in the flyer attached to the minutes email. The flyer was also sent out to everyone after the meeting.
Councilwoman Cathy Vitale spoke on a variety of subjects that are of interest to the membership and community. Most important is the need for involvement by the community at the Board of Education meetings to stress the needs of our schools. The bottom line is that we are not getting our fair share of the revenue for upgrades and maintenance of our schools.
Environmental Committee: Mr. Ed Krause reported on the Greater Severna Park Watershed Action Group tour of four stream restoration projects. The first location was a project recently constructed showing the early stages of the several elements that will be involved in the North Cypress Branch Project. As the tour continued projects up to six years since construction were viewed where there has been great growth of the white cedar plantings and almost total prevention of sediment reaching the Severn River. The final stop was a carefully engineered steep stream drop approaching 50 feet without any evidence of gouging due to the challenging topography.
Bylaws Committee: Dan Nataf reviewed the proposed changes to the Bylaws that have been discussed for several months. With a “Super Quorum” present the changes were presented to the membership for vote. The changes were approved as submitted. It was also discussed that we would have very specific cut off dates for the voting process including the electronic process so nothing is left to interpretation or assumptions.
Police Relations: Steve Poland reported that there is an increase in vehicle stops for traffic infractions. This has given police more access to cars looking for drugs, stolen property, and other contraband. There is also an increased effort to crackdown on improper use of disabled parking spaces. The police reported an increase in home theft with the majority happening due to open doors and garages. The new Police Commander will be our December speaker.
Public Works: No report
Centennial/ASPIRE: There will be a “50’s Big Band Dinner Dance” at the Elks Lodge on November 2 to benefit the Mural Project. The flyer was handed out at the meeting and is also attached to the email with these minutes.

Nominations Committee: John Norville asked for volunteers for candidates for Officers, Directors, Committee Chairs & members. Per the GSPC By-Laws, the President appoints the Nominations Committee Chairperson. On November 13 two will be elected by the GSPC to the Nominations Committee, & volunteers are welcome. On December 11 the Nominations Committee makes its Report of Nominations for 2008. Additional nominations from the floor will be accepted. The Ballot is prepared. On January 8, 2008 the annual Elections of Officers & Directors for 2008 will be held. A "Super Quorum" is required, including electronic voting, per the newly-revised By-Laws. Write-in candidates are allowed.
