Minutes
The meeting was called to order by President Maureen Carr-York at 7:30 pm at the Severna Park Library.
Maureen started the meeting with the introduction of several new members and participants. Julie Krause is the new Delegate for Colchester. Also present was Barbara Wilson from Del. Tony McConkey’s office and Dick Clinch from Sen. Janet Greenip’s office.
Secretary’s Report: Jerry Pesterfield presented the August minutes for approval. Without objection the minutes were approved as submitted.
Treasurer’s Report: Steve Poland presented the August Treasurer’s report.
Income – Dues $35.00, Money Market 11.21
Expenses –Security $24.00, Office Depot $8.62

The report was approved as submitted without objection and will be filed for audit
President’s Report: Maureen read the names of the HOA’s that are delinquent with the 2007 GSPC dues. Arundel Plaza, Carrollton Manor, Crain West, East Earleigh Heights, Evergreen, Fair Oaks, McKinsey Woods, Twin Harbors
Special Guests: Larry Sells was the quest speaker who is President of the Severna Park Athletic Boosters. Larry gave the group a vivid update on the physical conditions at the Severna Park High School. He included pictures and description of a school facility that is in very poor condition. His focus was on the buildings themselves which are to be supported and maintained by the School Board and school tax dollars. He discussed a large variety of major issues that are broken. The net was a reality that the SPHS is not getting a fair share of maintenance funds or support from the Board of Education or County Council. He encouraged all to get involved at the School Board meetings to voice concern over this issue. Other communities show up at these meeting but Severna Park has not had much participation or representation. The School Board meets the 1st Wed of the month for a daytime meeting. They meet on the 3rd Wed of the month for an evening meeting at 7:00pm. Below is the addresses and emails of the Board of Education for communities to express their concerns.

Environmental Committee: The GSP Watershed Action Group met last week. The Cypress Creek storm water management project is moving forward The project may get started in June of 2008.
Bylaws Committee: Dan asked for any question relating to the proposed changes that were discussed at last months meeting. He will provide a better description of the proposed changes than what was included in last months minutes. The plans are to get the changes approved by the next meeting to allow a smooth end of year election.
Police Relations: No report.
Public Works: Dan Nataf reported that the Benfield Sewer project is moving along as planned. He also indicated sewer connection work that may take place a Ritchie Hwy and Cypress Creek Rd. Concern was expressed about the storm drain grates that a aligned with the direction of the roads. This creates a hazard for bike riders. It was also requested that the restriping of Benfield Blvd be done exactly as is was prior to the construction.
Centennial/ASPIRE: Earl Schaffer discussed the fund raising events planned as well as the dance that is coming up soon.
BWI Noise Committee: No updates at this time
Zoning/Legislation: Al reviewed a variety of issues that he is tracking. Below you will find the detailed list of current issues.
The Membership passed a Resolution to support opposition to the rezoning request in BA 61-07R .

Education: Michele Rose spoke about the Annual Fall Harvest Festival at Kinder Farm Park. There is still a need for volunteers and everyone is encouraged to attend the Festival.
New Business: John Norville briefly discussed the GSPC Board Election process and asked for volunteers for any and all positions and committees.
Jerry Pesterfield discussed increasing the frequency of e-mails to the membership providing them with additionally information. The general feeling was positive and they would respond with comments to mail they feel is not needed.
In addition he alerted the membership that he would be e-mailing all members to validate their information on our database, especially the e-mail address.
