Minutes
The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.
Maureen started the meeting with the introduction of new members and participants.
Secretary’s Report: Jerry Pesterfield presented the December minutes for approval. Without objection the minutes were approved as submitted.
Treasurer’s Report: Steve Poland
Income – Dues $0.00, Money Market $13.15, CD interest $78.90
Expenses –Security $24.00, Office Depot $15.60, State Farm Ins. $325.00

The report was approved as submitted without objection and will be filed for audit.
President’s Report: President Maureen Carr York read the list of paid member communities in good standing that are eligible to vote. In addition a new community, Williams Woods HOA, joined for 2008.
Special Guests:
Discussion of Traffic Issues on Baltimore-Annapolis Boulevard
Jay Scheurle, Chesapeake Academy Head of School, discussed the safety concerns on B&A Blvd in the area of the school. Jay provided a picture presentation showing the concerns around the drop off & pick up of students. Additional concerns were expressed regarding children crossing to and from the B&A trail. The speed limit on B&A Blvd is 35mph except for 40mph on a small stretch of the road that includes the school. Pat Troy (past GSPC President) also discussed the issues and asked for support. The GSPC made a motion (approved unanimously) to take action supporting efforts to correct the issues.
Discussion of Traffic Issues on East/West Blvd School Crossings
Samantha Davidson and Catherine Gray representing Shipley’s Choice Elementary CAC discussed the continued concerns with safety for children crossing East/West Blvd. The key issues revolve around speeding and disregard for foot traffic in a marked cross walk. The GSPC made a motion (approved unanimously) to take action supporting efforts to correct the issues.
Brenda Reiber – AAC Community and Constituent Services
Brenda discussed the “Month in Review” publication from Executive Leopold’s office. Brenda also discussed the new program of “Community Connections Day” which is scheduled for Feb 9th and March 8th. The purpose is to provide members with the tools necessary to gather information effectively and efficiently within our County Departments. Meet other community association leaders. Learn about county resources and services directly from the experts in an exhibition-style setting. Share ideas with us to improve how we can serve you.
Election Committee: John Norville reviewed the Election process for those who may not have heard it before at past meetings. Jerry Pesterfield then presented the recap of the email votes returned. 7 Board members and 31 HOA’s voted via email. The names of the remaining 1 Board member and 23 HOA’s were announced to the membership as eligible to vote at the meeting. Five (5) were in attendance and voted unanimously for the slate of candidates. The total of all votes was 43. Votes in favor of the slate was 43 and the vote against the slate was 0. The HOA’s eligible to vote by email, the remaining eligible to vote at the meeting, and the detailed email votes were audited by President Maureen Carr-York and McKinsey Park Delegate George Acree. All voting documents will be archived with the GSPC journal of minutes and documents. The following is the elected slate of officers for 2008:

New Business: Jerry Pesterfield discussed the upcoming public service education event being conducted at AACC on Feb. 9th. This is a free education program sponsored by the Bar Association of Anne Arundel County which will include lawyers from a cross section of legal specialties with the purpose of helping the community. They will present overviews of the law pertaining to various concerns and will answer questions and provide referral for more guidance if more information or counsel is needed.
