The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.
Maureen started the meeting with the introduction of new members and participants.
Secretary’s Report: Jerry Pesterfield presented the January minutes for approval. Without objection the minutes were approved as submitted. The Feb. meeting was canceled due to weather.

Severna Park Assistance Network
Jenny Wellschlager discussed the Mission, Outlook, and Goals of SPAN. There are more members of our Community in need of assistance than we think. All of us can help in a variety of ways. For your information the food drop is located at 400 Benfield Rd., behind Our Shepherd's Lutheran Church. It is a 1920's style home. After 2pm donations can be left on the open side porch. The full presentation and information is attached to these minute at distribution via email.
Audit Committee: John Norville reviewed the findings of the Audit Committee for year 2007. The results of the audit find GSPC “In good standing”. John thanked John Lipman and Anne DeMajistre for their assistance. The Committee also thanked Steve Poland for his work thru out the year and for following proper procedures and guidelines. The report was approved unanimously and filed for records.

Public Works: There will be a public meeting to discuss the East/West Blvd school crossing issue at the Shipleys Choice Elementary School on March 26th at 6:oo pm.
Jumpers Hole Rd. issue was discussed at great length. There was a 2 page list of 13 options provided by the County. The GSPC started with the Board’s recommendation for support of solution “4-B option3”. This recommendation was voted down. The floor was opened to discussions and input was provided by a variety of people. When discussions concluded, “Option 5” was approved and will be submitted to the County as the position supported by the GSPC. The motion “to do nothing” that has been pending was withdrawn by the person submitting it. The option being supported would add a hiker/biker trail on the West side of Jumpers Hole Rd. There would be no significant changes to the road except for minor improvements to 3 pedestrian crossings on Jumpers Hole Rd at Retford, Yorkshire, and Kinder, new pavement markings, and add new sign school zone flasher at Yorkshire Dr.
Centennial/ASPIRE: Maureen discussed the production of “Amelia’s Journey” with music by Londontowne Symphony orchestra. The date is June 21, 2008 at the Severna Park High School auditorium. Proceed will benefit the Severna Park Mural project.

Severn River Commission meeting 2-7 & 3-6. Member Rubino reported that the County had submitted proposed changes to the County Critical Area Legislation to the Critical Area Commission for review. Members Schomig and Rubino have been invited to meet with the Cheasapeake Bay Foundation's attorneys on revisions of the State Critical Area Code. Water management tool to be used in GDP. Member (Atty) J. Schomig reviewed HB 1253 Critical Area Legislation. Navy Dairy Farm Lease signed. Vice Chair Sally Hornor appointed to GDP Special Advisory Committee.
Magothy River Association announced that Maryland Public TV will air a one hour Critical Area special program called "Death by 1,000 cuts" on February 27 at 9 PM. MPT filmed allot of MRA activities last summer. Film crews made numerous trips onto the Magothy River and shot extended video of both Dobbins islands as well as interviews with boaters at the Dobbins island anchorage, beach and sand bar. Concept of Magothy River Marine Park which would involve the purchase of Dobbins Island (large) was presented to Anne Arundel County Delegation 2-8-07.
The Magothy River Association held its sixth annual State of the Magothy River presentation on Wednesday, February 20, 2008, The meeting featured the annual Magothy River Index (with a new format this year) and a Captain John Smith Chesapeake National Historic Trail overview. Scheduled speakers:

Greater Severna Park Watershed Action Group in cooperation with St. Martins in the Field Day School will be sponsoring an Earth Day Exposition, Saturday April 19, 2008 at the St. Martins in the Field campus, 375 Benfield Blvd. from 10:00AM to 2:00PM. Exhibitors will include Anne Arundel County Department of Public Works, Arlington Echo with rain barrels & terrapins, Master Gardeners, Bay Organics, Magothy River Association, GSPWAG, St. Martins School and GSPC. Others to be added as time progresses.
MPT "Weary Shoreline", aired Wednesday, February 27 at 9 p.m., explored how Maryland.s Critical Area Law enacted in 1984 to preserve sensitive Chesapeake Bay shoreline by limiting growth has instead fostered development, lawlessness and community animus through its complexity and ambiguity. The program scrutinized the impact of Critical Area violations on Chesapeake Bay water quality and its ecosystem in heavily and sparsely-populated regions The program captured violations on tape and brings both little-known and high-profile cases to light on the Nanticoke, Patuxent, Magothy, West, Rhodes and Severn Rivers. Included in the program were the controversial issues of construction in the Magothy River. Political figures interviewed include Anne Arundel County Counil Chairman Cathy Vitale, County Executive John Leopold, County Executive Janet Owens and Maryland Attorney General Douglas Gansler.
Community Crime Watch Meeting with AA County Police Due to the recent incidents of crime in and around Severna Forest, the community association has arranged for the AA County Police to meet and discuss crime prevention and Community Crime Watch. The meeting will be held on Wed., Mar. 19, 7:00pm in room 401 at Woods Memorial Church.
