Minutes
The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.
Maureen started the meeting with the introduction of new members and participants.
Secretary’s Report: Jerry Pesterfield distributed the April minutes on April 21 to the membership. Time did not allow for approval at the May 13 meeting. April minutes, along with May minutes, will be submitted to the membership for approval at the June meeting.
Treasurer’s Report: Steve Poland did not have time to state the April Finance report at the meeting. Below are the key numbers from the report.

President’s Report: President Maureen Carr York did not have time to read the list of paid member communities in good standing. The Community HOA’s below have not paid the 2008 dues as of the May 13th meeting:

Mr Leopold started his comments with the state of the Counties health as being “fairly healthy”….
Lowest unemployment in the state
Defense contractor supporting Mt Meade
AAA bond rating for the first time saving tens of thousands of dollars in interest
BRAC activities which will benefit the area
Discussing the management of County growth he touched on several topics….
Keeping South County rural
Revitalization of older areas with existing infrastructure
Mixed use areas in North County and around the airport
Current work on the General Development Plan (GDP)
On the topic of schools he mentioned the County had 50% of it’s budget for schools and planned 49% for this year. As for spending vs income…the AAC budget has a 2.9% increase vs 4.7% in personal income growth. The School Board growth is 5%!? School construction with $24 million from the state and $119 million from the county for projects. He discussed construction of a new Detention Center and feasibility studies for 3 new schools which do not include Severna Park High.
When he turned the conversation over to the members for questions the primary focus and concerns related to local schools including the terrible condition of Severna Park High. When challenged from the audience he has agreed to personally visit and tour Severna Park High in the next few weeks.
AACounty Council Chairperson - Cathy Vitale
Cathy added comments from the Council’s perspective to many of the topics discussed by Mr Leopold. The most noted was the discussion around our schools. Cathy and the Council have been aggressively trying to understand and work with the process of State/County capital funding of school project. The bottom line is the county has not been requesting it’s fair share of money from the state.

Greater Severna Park Watershed Action Group in cooperation with St. Martins in the Field Day School held an Earth Day Exposition, Saturday April 19, 2008 at the St. Martins in the Field campus. THE SEVERNA PARK VOICE covered the well attended event with front page coverage. GSPC provided applications for the Stormwater Tax Credits under County Bill 85-07.
Gypsy Moth Spraying took place in Severna Park on April 30th. Specific areas in the general neighborhood of Severndale, Rivendale, Holly Point, Bluff Point, Jennings Road, Chartwood and the south St. Ives area in Chartwell were sprayed based on egg mass counts last fall. Those communities that already have, and will have more defoliation should document the amount of defoliation as a per cent of the total foliage of a specific tree. GSPC can transmit your reports so that your community will be part of the fall 2008 survey by the Department of Forest Pest Management. THE SUN for Saturday, May 10, carried an extended article on the Maryland history of gypsy moth infestation and the efforts of the Department of Agriculture Forest Pest Management Section to suppress it.
Magothy River Association Concert and Celebration The Nautical Wheelers will perform at Dobbins Island Anchorage on June 14, 2008 from 6pm to 9 pm. The event will honor the historic event of Captain John Smith’s exploration of the Magothy River on June 12,1608. The Magothy River Association has declared June 12th Magothy River Day! A celebration of Magothy River Day will be hosted by The Magothy River Association on FLAG DAY, Saturday, June 14, 2008. Come join in for a number of family fun activities within the protected waters of the historic Dobbins Island anchorage.
