Minutes
The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.
Secretary’s Report: Wes Adams distributed the March meeting minutes to the membership via email. Without objection the minutes were approved as submitted.
Treasurer’s Report: Steve Poland submitted the February Finance report which was read to the membership. Below are the key numbers from the report which will be filed for audit. All GSPC moneys are FDIC insured.

President’s Report: Maureen Carr York introduced our guests for the evening - Delegate Tony McConkey. . There are 57 Communities in good standing, 2 in arrears, and 26 unpaid for 2009.
Special Guests: Delegate Tony McConkey – Legislative wrap up. Tony discussed the various aspects of the varying pieces of legislation that were enacted by the legislature this past year. Especially the two-tier driver’s license system with respect to proof of citizenship, speed cameras, Death Penalty Repeal, Homeowners Association Standing Bill – expanded standing to HOA’s into the critical areas, Educational spending.
Dan Nataf – The Center for the Study of Local Issues – discussion of the role of the CSLI in the local communities, including conducting studies in the community to identify and survey problems in the communities. Survey is on line at www.aacc.edu/csli
Audit Report – John Norville presented the Annual Financial Audit Report. The Committee found that “In our opinion the GSPC financial Statements present fairly in all material respects the financial position and activities of the GSPC, and the 2008 Treasurer followed the proper procedures and processes, as determined by the best of our judgments.”

The Annual Financial Report was voted upon unanimously and accepted. The Board would like to recognize the efforts of John Norville, Anne DeMajestre and all others involved in the audit process and commend them on a thorough accounting of GSPC finances.
Education Committee: Time to contact the County Executive regarding school repairs is NOW. Introduction of Brad Meyers as the new Chair of the Committee.
Environmental Committee: See Al’s Zoning and Legislation Report
Police Relations: Third Shred-o-Rama, May 16th, Police Headquarters on Veterans Highway, 9 a.m. – 1 p.m. Discussion of the increasing gang problem and the recent drug bust. Arrest in the rash of holiday time home invasions. New Police captain expected to address us in September.
Public Works: Nothing new to report.
Centennial/ASPIRE: Planning a celebration of 50th Anniversary of the GSPC.

Zoning/Legislation: Presentation by Al Johnson – Discussion of Rules Changes in Board of Appeals and Brief discussion of the GDP. Discussion of the various bills, cases, etc. concerning zoning and legislation being followed by Al Johnson.
