Minutes

 

The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.

 

Secretary’s Report:  Jerry Pesterfield distributed the January minutes to the membership via email. Without objection the minutes were approved as submitted. 

 

Treasurer’s Report: Steve Poland submitted the January Finance report to the membership. Below are the key numbers from the report which will be filed for audit.

Income –Money Market $5.09

            Expenses –Office Depot $10.59        

Balances as of 1/31/09

            Checking                     $1,913.58

            Money Market                        $4,552.90

            Beautification Fund    $2,459.82

 

President’s Report:  Maureen Carr York indicated that we have 56 communities in good standing.  She acknowledged and welcomed the return of Fair Oaks HOA after being absent for a couple of years. Maureen also asked member to suggest speakers or topics that they felt were of interest to the communities.

 

Special Guests:  Jim Brennan – Severna Park Community Center

Jim Brennan discussed several activities planned from the next several weeks:

 

Dr James York – The Medical and Chirurgical Society of Maryland

Dr. York discussed the concerns of the medical community regarding the ever increasing number of patients per Dr.  in Maryland. With doctors moving into research or out of Maryland the patient/doctor ratio is increasing at an alarming rate and the insurance companies are paying less raising the co-pay for most patients. Many Dr’s are refusing new patients on Medicare. There will be a rally at the Lawyers Mall in Annapolis on Feb. 18th from 8 to 11am. to bring attention and education to this alarming issue.

 

Kerry York William –  The Arthritis Foundation Board

Kerry discussed the upcoming 16th Annual Annapolis Arthritis Walk fund raiser for the Arthritis Foundation. There will be a 1k, 3k, and 5k event including dogs. The event will take place on May 16th at Quiet Waters Park from 7:30-11am and will feature Olympic Gold Medalist, Mary Lou Retton. Education Committee:  No report

 

Environmental Committee:  No Report

 

Police Relations: No Report. There has been little information from the Eastern District

 

Public Works: The restriping of the lanes will happen when the temperature reaches a level needed for the application.

 

Centennial/ASPIRE:  Earl Schaffer discussed the awards dinner planned for the 25th of Feb. at Chartwell Country Club honoring  “Community Leaders” that are nominated.

        Extended discussion by some six attorneys on the Board of Appeals being a “People’s Court”.  Significant dissent

         General Development: Public Forum Draft review at North County High School, 2-11-09, posted County webpage   

Based on public comment, P&Z revises Public Forum draft as a draft Bill.  SAC comments to PAB on draft Bill; PAB conducts public hearings and provides comments to County Executive.  GDP introduced as a Bill to County Council. PAB, SAC and public provide comments at County Council Public Hearings on the Bill.  County Council considers possible amendments and adopts Bill.  County Executive signs the Bill and it become effective. PowerPoint presentations on “Public Forum Draft”

GSPC Position paper for review by Delegates.    

    Bill 2-09   Roadside Stands, permitted R1 & R2, “grown on the premises” deleted. Amendments pending.

John Norville asked the community representatives if any had covenants or restrictions on solar panels. If your community has any language regarding solar panels please contact him at Norville@erols.com as his community is considering writing such covenants.
