Minutes

 

The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.

 

Secretary’s Report:  Jerry Pesterfield distributed the December minutes to the membership via email. Without objection the minutes were approved as submitted. 

 

Treasurer’s Report: Steve Poland submitted the December Finance report which was read to the membership. Below are the key numbers from the report which will be filed for audit. All GSPC moneys are FDIC insured.

President’s Report:  Jerry Pesterfield reviewed election results.  43/55 communities responded via email and three members of the board voted.  The results were 46 for slate/0 opposed.  Therefore the Slate was elected.  John Norville recapped nomination process – thanking all.  GSPC Plan to get Jerry Pesterfield and Maureen Carr York out into the communities this year.  There are 55 Communities in good standing, 2 in arrears, and 4 unpaid for 2008.

 

Special Guests:  Brenda Rieber – County Executive Leopold’s office. 

Ms. Rieber came to invite all members to the County Executives first annual open house.  She encouraged all to get to the open house early.  It is first come first serve.

 

County Councilwoman Cathy Vitale

Councilwoman Vitale discussed various topics:

-        Council’s work sessions results – 4 legislative bills with respect to GDP – see Voice or Cathy’s column for hearing dates. 

-        1st bill – just text of GDP without zoning requests;

-        2nd Bill – Land use changes;

-        3rd Bill - actually address the zoning changes;

-        4th Bill – combine all land use and zoning changes and hook them back into the first bill.

-        Constituents need to pay attention to text of 1st Bill for things like Proposed Hospital Drive to Gov. Stone connector p.37 on GDP. (Although this provision has been removed per the County Executive.)

-        Need to stick SAP. 

-        Discussion of Sullivan Cove issues. 

-        Tuesday, Jan. 20, 2009 is County Council Meeting. 

-        Thursday’s Bd. Of. Ed.meeting.  MACO – federal money for aging schools – open space and over 40 years old – discussion on funding schools.

 

Education Committee:  Covered during Cathy Vitale’s presentation

 

Environmental Committee:  Watershed Action Group – Earth Day Event – at St. Martin’s School – April 18, 2009.  Watershed Steward’s Academy – county funded – goal allow stewards to educate community and organize small restoration projects, etc.  Susan Eckton – Arlington Echo – see e-tachment

 

Brief presentation by Paul Spadero – Magothy River Association – They are holding a conference to develop a watershed action committee for the Magothy River on Saturday Jan. 24th and Sunday Jan. 25th. 

 

Police Relations: No Report.

 

Public Works: Nothing new to report.

 

Centennial/ASPIRE:  No report . . .mention of the Annual Dinner and the fact that nominations for an Aspire award are open until February.

 

BWI Noise Committee:  No Report

 

Nominating Committee:  Chairman John Norville thanked all who assisted in the nominations process.

Zoning/Legislation:  Discussion and slide presentation by Al Johnston on the General Development Plan.  Al will present specific recommendations and motions at future meetings based on developments and public comments on the plan which will be happening over the next few months.  Contact information – if you would like to comment on the GDP 2008comments@aacounty.org – for public commentary after January 20, 2009.

 

Ted Kinkel – Olde Severna Park Improvement Association – Presentation on Sullivan Cove – 3 Homeowners proposing the construction of 3 long piers across state tidal basin – requesting GSPC Support in Opposition to the pier.  Requesting the help of all citizens in the area opposing the piers. New Web Site – SaveSullivansCove.com contains all the information in support of this cause.  Al Johnson – Moves for GSPC to support Opposition to building piers in Sullivan’s Cove – vote put to council members and passed unanimously.
