Minutes
The meeting was called to order by President Maureen Carr York at 7:40 pm at the Severna Park Library.
Secretary’s Report: Wes Adams distributed the April meeting minutes to the membership via email. Without objection the minutes were approved as submitted.
Treasurer’s Report: Steve Poland submitted the May Finance report which was read to the membership. Below are the key numbers from the report which will be filed for audit. All GSPC moneys are FDIC insured.

President’s Report: Maureen Carr York introduced our guests for the evening – State Senator Designate Ed Reilly – District 7 County Councilman, Battalion Chief Matt Tobia, County Councilwoman Cathy Vitale.
Special Guests: Senator Designate Ed Reilly addressed the delegation, introducing himself to the delegation giving some personal background. Mr. Norville recognized the Senator’s efforts in funding SPHS’s feasibility study. Addressed the slots issue stating that he, despite personal disapproval of gambling, will vote in favor of slots as that is his constituent’s position. Mr. Reilly announced that potential candidates for his seat on the County Council include, Jerry Walker, a member of the Republican State Central Committee of Anne Arundel County (the Group who nominated Mr. Reilly to succeed Sen. Greenip); former Del. Phil Bissett, and Michele Corkadel, Chairwoman of the County’s Planning Advisory Board.
Battalion Chief Matthew Tobia – 410-222-8305 (direct number to office)/410-222-8367 (dedicated number for billing questions) – Office of Public Information. Discussing the Ambulance Billing Program – FDEMSbilling@aacounty.org aka “EMS Transport Billing for Emergency Medical Services”. 7/10 calls require emergency medical services – at a cost of $100M annually – billing program is designed to recoup some of these costs and ease taxpayers burden for this cost by billing insurance companies at $500 per transport. County Residents will not be billed and/or balanced billed. Insurance premiums cannot be raised as a result of this program. Chief Tobia answered the delegate’s questions after his presentation.
County Councilwoman Cathy Vitale – brief update on the budget amendments. "She thanked the Delegates for all their diligence and efforts in supporting SP schools in the CIP plan and budget. In turn the Delegates thanked Ms. Vitale, Pres. Maureen Carr-York, the CAC and PTSO Presidents and members, and all others who helped to keep the schools in the budget. Everyone must be alert at the next Capital Budget process next spring to assure that the schools remain in the CIP through adoption by the County Council."
Education Committee: SPHS feasibility study funded for FYE 2011.
Environmental Committee: See Al’s Zoning and Legislation Report. Magothy River Days at Dobbins Island on June 14th presented by the Magothy River Association. Severn River Association and Cypress Creek installing two separate rain gardens.
Police Relations: No hazing incidents reported from middle school students’ last day of school. New Police captain expected to address us in September.
Public Works: Nothing new to report.
ASPIRE: ASPIRE is pleased to report that we had a successful fundraiser with the appearance of the Capitol Steps. The event was well attended and we had a great evening. Thanks to all who came out to support ASPIRE. ASPIRE is planning a Severna Park Heritage Day celebration for October 24th. The 50th anniversary of the Greater Severna Park Council will be observed during this time. If anyone would like to help with the observance or if you have old photographs or clippings that might be of interest to others please contact Maureen.

Bylaws Revision - A brief revision of nominating by-laws to change the last meeting to accept nominations from January to December to comply with the new electronic voting system that the GSPC has successfully implemented. The Delegates will vote on this by-laws change July 14. A Quorum is required so please attend or send an Alternate."

Zoning/Legislation: Presentation by Al Johnson – Discussion of Rules Changes in Board of Appeals and Brief discussion of the GDP. Discussion of the various bills, cases, etc. concerning zoning and legislation being followed by Al Johnson.
