Minutes

 

The meeting was called to order by President Maureen Carr York at 7:30 pm at the Severna Park Library.

 

Secretary’s Report:  Wes Adams distributed the February meeting minutes to the membership via email. Without objection the minutes were approved as submitted. 

 

Treasurer’s Report: Steve Poland submitted the February Finance report which was read to the membership. Below are the key numbers from the report which will be filed for audit. All GSPC moneys are FDIC insured.

President’s Report:    Maureen Carr York introduced our guests for the evening, including a representative from Delegate McConkey’s office.  First time Delegate – Jay McDonald – Cypress Landing Community.  There are 57 Communities in good standing, 2 in arrears, and 26 unpaid for 2009.

 

Special Guests:  Frank Marzucco – Director of Recreations and Parks, Anne Arundel in County, with Sandy Poland.  10 goals of Leopold Administration – Land Preservation; Greenways; Regional & Community Parks; Trail System; Waterway Access, West County; Community Use of Public Facilities; Capital Projects and Resource Management. Discussion of various departments, facilities and land that fall under Parks & Rec., including the installation of the new HS turf fields.  Discussion of the New Visitor Center at Kinder Farm Park, Project is funded and the building should be finished by Fall of ’10.  Discussion of Lake Waterford therapeutic athletic field.  Discussion of the Pinehurst Marina Acquisition, the West County Regional Park and the South River Greenway – April 19, 2009 – “Walk in the Woods.”

 

Sue Freeman – Arnold Preservation Society – Jordan Trail Park – 5.7 Acre Park along B&A Trail.  Presentation of APS’ vision to develop the park. Motion to Support Acquisition and Development for the Park by Lending GSPC Name to effort.

 

Education Committee:  Oak Hill will get its walls.  Benfield Elementary and the High School will get pushed back in the process.  Please contact County Executive and voice your support of funding these improvement projects – especially the feasibility study for the High School.  Middle School Schedule is being modified, Middle School Principal will be a future speaker.

 

Environmental Committee: 

 

Nothing new to report.

 

Police Relations: Third Shred-o-Rama, May 16th, Police Headquarters on Veterans Highway, 9 a.m. – 1 p.m.  Home invasion in Harlequin – non-stranger burglary – suspects were arrested and in custody.

 

Public Works: Nothing new to report.

 

Centennial/ASPIRE:  Jerry Pesterfield honored at the Aspire Dinner. 

 

BWI Noise Committee:  No Report

 

Nominating Committee:  No Report

 

Zoning/Legislation:  Presentation by Al Johnson – Discussion of Rules Changes in Board of Appeals and Brief discussion of the GDP.  Discussion of the various bills, cases, etc. concerning zoning and legislation being followed by Al Johnson.

 

HB 1053 – would give Associations Standing in Environmental Challenges before the Board of Appeals – Motion to Support by GSPC.

HB 1368 – If passed would have prevented Sullivan’s Cove Fiasco.  Motion to Support by GSPC

Final Draft scheduled release  4-27-09 per Lynn Miller. SAC comments to PAB on draft Bill; PAB conducts public hearings and provides comments to County Executive.  GDP introduced as a Bill to County Council. PAB, SAC and public provide comments at County Council Public Hearings on the Bill.  County Council considers possible amendments and adopts Bill.  County Executive signs the Bill and it become effective.
