Minutes

 

The meeting was called to order by President Maureen Carr-York at 7:30 pm at the Severna Park Library.

 

Secretary’s Report:  Wes Adams distributed the October meeting minutes to the membership via email. Without objection the minutes were approved as submitted. 

 

Treasurer’s Report: Steve Poland submitted the October Finance report which was read to the membership. Below are the key numbers from the report which will be filed for audit. All GSPC moneys are FDIC insured.

President’s Report:   Nothing new to report. 52 Communities in Good Standing/10 in Arrears.  Additionally, Maureen Carr-York re-iterated to the delegation that it would be inappropriate for GSPC to take a position on a zoning request for a parcel as far from our own boundaries as that proposed at Arundel Mills Mall.  However, we have agreed to facilitate the exchange of information on the proposal and its anticipated impact so that our members can form their own opinions and contact our elected officials.

 

Special Guests:  John Hammond:  County Budget Officer:  provided an update for the current status of our County finances.  He provided a handout demonstrating the revenue and expenditures for the County.  The picture is still somewhat bleak with a projected budget deficit of $88 Billion over the next fiscal year.  Mr. Hammond answered questions from the delegation.

 

Boy Scout Troop 339 – Merit badge for citizenship in the community.

 

Barbara Wilson  from Delegate Tony McConkey’s Office – Presented a Citation from the House of Delegates signed by the Speaker of the House of Delegates.

 

Cathy Vitale: present and observed the presentation.

 

Gene Condon - President of Brittingham, HOA and VP/GM of Arundel Mills: addressed the delegation with respect to the proposed placement of the slots and indicated his support of the project.  Mr. Condon also answered questions from the delegation regarding the various concerns about the proposed gaming facility.

 

Cordish Company:  Zed Smith – Director of Asset Management.  Mr. Smith addressed the delegation regarding the Companies’ vision for the proposed slot facility.  The Company is based out of Baltimore and has been around for 100 years.  They claim an additional $600M of tax revenues to go to the State with approximately $33M going to the County, 2500 construction jobs and 1500 permanent jobs, $60M local business contracts.  They feel that Arundel Mills has the proper infrastructure and supporting business, i.e. hotels, retail etc. that make it the premier place in the State to support a profitable business and tax revenue generator.

Marjorie Leekie – Harmon Civic Association – expressed her concerns about the traffic patterns.

 

Education Committee:   Brad Meyers provided a brief update on the state of the school cluster - Capital Budget did include the request for feasibility studies for SPHS and Benfield, etc.  11/19 Gang Presentation regarding Gang recognition, to be held at the Woods Center.  Middle School’s Development is on track.  There is an on-line forum and discussion group at SPHS_CAC@yahoo.com.  Principal from Severna Park Middle School will be our Speaker in December along with a BOE Member.

 

Environmental Committee:  See Al’s Agenda.

 

Police Relations: Buck Brown has volunteered as the Police Community Relations Representative. 

           

Public Works: Nothing new to report.  Benfield and Jumpers Intersection is fully repaved.  December 7, 2009 at Shipley Choice Elementary School, Water Works Meeting regarding new construction on East West Blvd.

 

BWI Noise Committee:  No Report. 

 

Nominating Committee:  Chairman John Norville nominated Delegates Charlie Miller and Julie Krause for the Committee.  There were no other nominations so they were unanimously elected.  They will present the 2010 nominations at the Dec. 8 meeting.  Additional nominations may be made then.  Please speak to them or to any member of the Board if you are interested.

Zoning/Legislation:  Presentation by Al Johnson – Discussion of Rules Changes in Board of Appeals.  Discussion of the various bills, cases, etc. concerning zoning and legislation being followed by Al Johnson.

  Case 2250 Sept Term 2007 Steve Curtis v. AA Cnty (Circuit Court Case C-07-120132, BA82-02A) Application for   

      C2 in R2 zone, Applicant argued County Council made a mistake for not affirmatively considering during rezoning,

     (Crain West). Zoning Enforcement cleared to enforce Consent Order, District Court schedule January-  

     February per conference with Zoning Enforcement on 9-16-09.
