Minutes
The meeting was called to order by President Maureen Carr-York at 7:35 pm at the Severna Park Library.
Secretary’s Report: Wes Adams distributed the September meeting minutes to the membership via email. Without objection the minutes were approved as submitted.
Treasurer’s Report: Steve Poland submitted the
September Finance report which was read to the membership. Below are the key
numbers from the report which will be filed for audit. All GSPC
moneys are FDIC insured.

President’s Report: Nothing new to report. 52 Communities in Good Standing/10 in Arrears.
Special Guests: Al Johnston - Provided an overview of the History of the GSPC including a stirring power point presentation of historical news clips. The following past presidents addressed the delegation providing insights and anecdotes as to their time with the Council:
Rick Neseth (President from 2001 – 2002) – Trying to balance the competing needs of residential and commercial life.
Pat Troy (President from 1990 – 1993) – Big issue – Benfield road leading up to East West Blvd.
John Strange (President 2003 – 2005) – Getting the Chamber and the Council working together again.
Maureen Carr York (President 2005 – present)
Ed Reilly – Maryland State Senator – District 33 – presented a Resolution from the State Senate recognizing the GSPC’s 50 years of service to the residents of the Greater Severna Park Area.
Diane from Council Woman Vitale’s Office presented a Citation from the County Council honoring its 50 years of service to the Greater Severna Park Area.
Brenda Reiber – County Executive Leopold’s Office – Presented a Citation from the County Executive
Education Committee: Brad Meyers provided a brief update on the state of the school cluster - Capital Budget did include the request for feasibility studies for SPHS and Benfield, etc. There is an on-line forum and discussion group at SPHS_CAC@yahoo.com.
Senator Ed Reilly – attended a round table on the Signature Program at the SPHS which will help shape and develop a theme or direction for the High School.
Maureen Carr York – commented that the favored theme at the moment is Leadership.
Environmental Committee: Ted Kenkel – Old Severna Park – Addressed the delegation about a Meeting of the MDE Pier Task Force which will be held on Friday, 10-16-09 at 10 a.m. in an effort to form legislation to help preserve the shoreline for the 2010 legislative session.
Brenda Reiber - AA County has discontinued the use of High Phosphorus fertilizer in an effort to reduce that run off into the waterways.
Police Relations: Berrywood reported a rash of smash and grab car break ins. Delegates urged to attend the Police Community Meetings on 3rd Wednesday of each month at the Eastern District Headquarters.
Public Works: Nothing new to report. Benfield and Jumpers Intersection almost fully repaved, the finishing of the project is dependent on the weather warming up a bit.
ASPIRE: No new Report. Severna Park Heritage Day planned for October 24, 2009.
BWI Noise Committee: No Report.
Nominating Committee:
John Norville announced as the Chair of the commission by President Maureen Carr
York. John discussed the annual
elections which will be held in December and asked Delegates to think about
being candidates. Nominations will
be accepted up to the December Meeting.
Bylaws Revision - Nothing new to report.

Zoning/Legislation: Presentation by Al Johnson – Discussion of Rules Changes in Board of Appeals and Brief discussion of the GDP. Discussion of the various bills, cases, etc. concerning zoning and legislation being followed by Al Johnson.

Applicant purchased a residential lot with three year old residence
on
foundation of former
residence. Operated a landscape
business and alarm business with heavy equipments.
District Court found
zoning violations. Consent Decree was entered that provided for removal of all
violations.
By applying for C2
rezoning the Consent Decree went into hiatus and the violations continued to
date. Zoning
Enforcement will
follow and enforce the Consent Decree when time for further appeal expires.
This Court of
Special Appeals
Decision reinforces Circuit Court analysis in the Berrywood case above since in
both cases
Applicant used the
same theory of mistake.
