This falls under the Bylaws' Article VII, Section 3 in the following manner.
The president shall appoint a chair of the Nominating Committee. The committee shall have a total of three members including the chair, two of which shall be elected by delegates at the regular meeting of the Council in November. The committee shall develop a slate of at least one candidate for each office selected from past or present delegates or alternatives to the Council, or to be so appoint for the coming year by their associations.
The Nominating Committee shall make its report at the December meeting, and this report shall be included in the minutes so that all member associations may be informed before the elections are held and the results reported at the January meeting. Additional nominations may be made from the floor at the December meeting (this clause is subject to current revision due to the electronic voting procedures adopted earlier).
